Probably a bit of both. Zoro and luffy first interaction, Zoro mention to having more willpower and throughout the series we see Zoro showcasing this. His drive is to be the strongest, while Luffy drive is to have the greatest crew so he can become the freest, in turn making everyone else free from the oppression of the wg. One goal is strength while the other is liberation.

I’m pretty sure people are trolling hard as we all know Zoro is stronger than Lucci. I prefer the option that Lucci realize he can’t when and goes after the Seraphims to get a W of his own and not get killed by WG cuz he engaged in battle against a yonko without permission.

Bro doesn't matter what you do they will always find something to downplay the guy even if it's contradict canon just don't waste your time and don't get involved with them
