Does the world government see Buggy as a bigger threat than luffy?

On one side, Luffy has defeated and dethroned a yonko, even fought head on with the elders. On the other side, Buggy has a connection to Shanks & the Roger pirates due to his past and is in a guild with Mihawk and Crocodile, two past warlords.

The bigger blasphemy is Luffy, Kid & Law all having the same bounty despite one being an emperor.

In Buggy's case, his RHM has a much higher bounty than he does and Croco boy is almost worth 2 billion. Naturally they would see Buggy as the bigger problem if they can't separate the Supernova in terms of worth.

1) Luffy's real worth was covered up;

2) as far as the Marine know, Buggy is an ex Roger pirates on par with Shanks and managed to submit both Mihawk and Crocodile to his will.
