Wano was cut off from the world. Kaidou took over and there was barely anyone training with swords , Wano turned into a factory for Kaidou not Soldier. he killed all the relevant one's.

Others went into hiding.

They see Ryuma as the Sword God probably there version of World Strongest Swordsman and Black blade Knowledge is universal as a feat in wano. people would identify it at notice.

Mihawk who has the black blade is simply indirect Wank of Mihawk only.

Wano residents wanks Oden more than Shusui though. The scabbards didn't even care / react seeing Greenshoes' black blade.

Wano arc doesn't give justice to Mihawk nor black blade.

Oden didn't liberate Wano. If anything the golden days of Wano ended during Oden's reign and it was Oden's fault.
Ryuma protected Wano for centuries.

But what the manga shown, Wano residents wank Oden more than Shusui.

Black blade that doesn't really matter anymore. Fujitora (not Mihawk) got Supreme Blade from Wano.
So still the World Strongest Swordsman received 0 hype from Country of Swordsmen.

Dude got more hype from Wano, got overpowered devil fruit, more relevant in the story, and Mihawk was sent packing indirectly thanks to Fujitora's idea of disbanding Shichibukai.

Weevil and Mihawk are both the only warlords who travel by themselves in the new world freely(though when the warlord system was ended, Mihawk started hiding under Buggy ) and weevil is the only warlord praised for his strength and compared to a young whitebeard(no one ever compared the emo to a young roger in strength btw)

Jozu don't have the statement, which is everything. Doesn't get anymore real than an in manga statement. Mihawk for his swordsmanship, Weevil for his raw strength and Shanks for his Haki.

Ones compared to WB, the other stated better than Shanks, and the last is compared to Joyboy.

Jozu might not even be half as strong as weevil, depending on how much you want to highball WB.

I think if you have that level of strength you can coast along just fine in the New World, even without the concept of Haki. And it really depends how Oda want's to approach Weevils character. He could be a surface level idiot like zoro, but to an EVEN HIGHER DEGREE, But what he lacks in general intelligence, he might being up more sensitive towards picking up the mechanics of haki, he might end up being a battle genius.

Like how being blind enhances ones hearing. Weevil: "HUH, I JUST HAVE TO DO IT LIKE (insert sound affect as explanation for how to use advanced ryuou) DATZ EZ"

I think its mostly aura farming/character design thing, if he was "..." character people woul clap more with their feet like they do for the rest

and most people have WB higher than roger to boot. Also obviously any amount ingenous feat push instantly vaporites if you look how the same guys treat the likes mihawk or dragon.
Its just a combo associated with greenbull and him not being a fan favorite. Which we also seen in the past and recently too. Same issue with blackeard as the most promoment example maybe in the manga contrasting with how trong he is in the narrative

With them yeas because they have done their major thing, so this is a turning point for them.

I think Weevil should be anchored to an an actual known version of WB, so the earliest but one still worthy of being called tremensoudly powerful by a top tier should be his Rocks version.
