Btw, other than Kizaru's statement being a general remind to young WB not just in raw strenght, Weevil anyway has both CoO and CoA and a fruit.

Yes, the warlord system ended and warlords were hunted by the marines, even Mihawk knew he needed a crew at that point. But before that, only Mihawk and Weevil were freely traveling in the new world with no crews.
