Controversial Why does Garp have ACoC when he doesn't follow PK path?

I've seen the light, no Admiral can have CoC coating because they don't want to be PK but Garp and other potential CoC coating users follow the SWORD/PK path and that allows them to infuse bougyou AdCoC shockwaves with ambient emissions.
