Simple. Shanks became stronger than him ironically after losing his arm.

Shanks is still the man waiting for a swordmaster to specifically pass his long lasting rival Shanks.

Not even equal him, but specifically surpass.

And of course up to tackling Zoro in the future.

it is funny that mihawk fought a pre yonko shanks but for some reason does not want to fight a yonko shanks someone he has not seen or fought in 10 years

Why does people complicate things?
Mihawk went on a Journey to become Greatest Swordsman, he became Super Famous even during Roger's Era
And one day he met Shanks & deemed him as the Best & it's obvious he saw his CoC
They had Epic Duels that were the talk of entire Grand Line, where even Strongest Man couldn't forget them & deemed them Legendary

Mihawk became known as Strongest Swordsman & most World Swordsmen loved the idea of meeting him & facing him one day
After some time, Shanks lost his Hand for future Generation & Mihawk lost interest in fighting him anymore cuz he is handicapped.
Shanks didn't let that loss effect him, & he aimed to conquer part of New World & become an Emperor

It's not like Shanks wasn't in the progress of becoming Yonko when he was Fighting Mihawk, because WB himself that everyone was shocked when Shanks returned with One Arm, that's because he was already a Huge deal in New World & sooner or later, everyone expected him to be considered a New Emperor

Mihawk is Strongest & Shanks is a Successful Pirate Captain (Actually Hyped by Oda to be The Best)
Nothing says Shanks surpassed Mihawk, nothing says he wasn't Strong enough to become Yonko back then, nothing says he changed his Fighting Style ... etc. These are just Fan Headcanons

Ironically whenever a Swordmaster appears, Lihawk begs for postponement.
That occurred once and was steered by PIS. In fact Mihawk obviously considers Shanks thay way. Why would he behave like such a chicken differently. He challenged Whitebeard as a matter of fact, wasn't scared. He has his good motives to consider Shanks the way he does.

He challenged WB and got put in place with Jozu no selling his Strongest Slash and Lihawk ran away.

Mihawk is so far above Shanks, that he believe's he is not worthy of a fight. It's like Sanji vs Zoro. Sanji recognizes that he's far above Zoro so they never have a real fight. In this case Mihawk is Sanji and Shanks is Zoro.

Right. I think it's probably also a matter of honor since Shanks likes a limb but on paper Mihawk is possibly a PK level fighter going off the black blade hype alone.
