Because his goal is not a strictly fighting related goal

I seriously doubt Sanji needs to become that mastodonically powerful in order to find and stand inside the All Blue and he most likely is aware himself and doesn't care training like a pack animal

And he is no exception to the rule most likely, no Shirohige
he is bound by luffy's capitancy he has to get stronger to make luffy the pirate king like anyother Strawhat does..

what u just said is like saying.. after the timeskip only zoro and luffy should have been the one to train since their goals coincide with strength.. which not how u look at it.. u look at the crew that has one goal collectively... which is One Piece... and they have to evolve at a steady rate master what they are good at and make luffy the pirate king

in sanji's case it both cooking and fighting.. i mean he was raised by a Cook who happened to be an infamous captain in the grand line.. and it would make no sense for oda to introduce Zeff as an infamous Pirate captain Cook.. if cooks in onepiece aren't meant to be "that" strong.

Any proof for this bold claim?
Mihawk wasn't even using a named attack against Whitebeard, he was obviously not remotely trying his best and Jozu used his physical strenght as support to minimize the devastating effects of the slash nevertheless.
forget about jozu being tougher... i just wanted to say that That Mihawk's attack is known as the strongest Slash on the planet.. and he use it against white beard to measure the distance and strength.. and jozu just blocked it (note that I'm not going to use ARNAMENT hardening as a wank coz its pretty vague in ore TS)
