Any accomplishments Oda has planned for Sanji will be seen soon enough regardless of Sanji's previous clashes. As for hype, because they're the 3 strongest, they can't all play the same role. Sanji gets the short-end of the stick as the 3rd strongest as he's just strong enough to hype up a villain but he's also in a position to redeem himself whenever Oda sees fit. I'm fine with Sanji getting slammed into a building by King, was a pretty cool clash, and Sanji will get his fight later on, whether it's against King or Queen or someone else, will be apparent soon enough. I don't think Oda cares too much for hype, he'll have Sanji go all out this arc against his opponent.

he cut the sea stones chains which said to have diamond durability
but when that ability used against Kaido durable body nothing happened

I doubt anyone in Roger pirates other than Roger himself, surpassed Rayleigh's bounty at some point, this was only special to Sanji, meaning that SH pirates are different.
