I feel like there is a reason why he is doing that.

I am asking why marines don't retaliate against yonko attacks not initiating attacks on yonko forces
Its easy yonko is Admiral matter so if they attack an yonko an Admiral class warrior with his fleet must arrive to fight against an Yonko the clash would result in high death poll so they avoid fighting against an Yonko and their fleet but if it's necessary they low diff them

It's because the Marines need to gather a appropriate force to take out a yonko. If marines just attacked yonko whenever they wanted not only would that force lose badly if a admiral isn't there but you make the yonko more active against the Marines. Until current time line the yonko actually benefit the WG as they took out or limited the up and raising pirates. Only characters like BB who made a life long plan and was the most cunning character in the story and Luffy who is the chosen 1 and character was waiting for could break the mold of the yonko system.

A Yonko is it's own empire, with it's own military and arsenals

This would wage a war, but the WG isn't technically worried about Yonkos, No yonko has actively tried raiding MF/HQ and they're usually just on their own doing their business in their territory

What the WG is really cautious about are the revolutionary army, given once they've already raided due to the setting being a place where they would have an advantage with the admirals being restricted.

So yeah, it's really the REVS who they really have to look out for, it' should be the 2nd biggest military behind the navy in the OP.

If Admirals are out of the HQ, Revs will take action fast, Yonkos would be doing their businesses

The answers in the thread almost make one wistful for the times when people would pretend that 1 Yonko crew was equivalent to the entire Navy & Warlords.
Those people have now gone or changed their tune…but it highlights just how deep the brain rot was against the Navy that some people needed an explanation as to why a military wouldn’t want a random pointless war.

Yes. The Navy crushing a mere Yonko with their full might would be a done deal, but priorities.

Balance of power.

If the World Government openly confronted the Yonko at any given opportunity they would risk quickly escalating things into an all out war. Dealing with one of them in that situation would require quite a significant chunk of their forces and would leave them open to a possibly crippling surprise blow from any of the other 3 emperors. This doesn't only mean direct attacks on their core military facilities but also loss of territory since their affiliated countries would be left thinly defended.

This is without even taking into account rapid shifts in the established order such as Yonko alliances or Revolutionary insurrections drastic moves like that could precipitate. The WG is always looking to have a fresh force ready to be deployed to detter (and in the worst case confront) any such new development.

For an organisation that rules over the vast majority of the world and that has to keep an eye on so many different actors, maintaining a balance while steadily building up their forces in a military race that they are sure to win in the long term (thanks to plentiful resources and scientific edge) is an ideal scenario. It's certainly better than mindlessly precipitating hostilities that, sure, they might come out on top of but that absolutely would leave them weakened in the face of a chaotic world...

the pure amount of force it would take to subdue a Yonko and the loses are just not worth it, Sword is a force that seemingly will have individuals that grow into admirals that may be able to attack covertly.
