CoC users have it because the heavens chose them. This is canon unlike the genetic stuff, which is just implied and haven't been confirmed.

There are hundreds millions of people, yet only a few dozens have CoC. You'd think only them wants to rule/be the strongest/etc? There must be hundreds if not thousands, yet not all of them are chosen by fate.

she doesn't want to rule anything, be the best at anything, or uncover anything legendary.. she just wants to sail? she is perfectly happy to become subordinate to kaido, momo, or luffy

Considering we're heading towards endgame, this list will most likely expand with characters having CoC and grandiose big dick goals.

Tbf most people are not fighters and are common people

What matters is how many conquerors are there among the relevant combat class of one piece?

Genetics. It's the easiest way to gain CoC. Sometimes though, a child born from parents without it will have it.

Everyone who sets out to see has conquering ambition literally. Think of Cavendish or some crocodile wanting to be PK. Some of them end up having CoC in addition to their regular ambition.

That situation helped her unlock/unleash it. You can't unlock something that you don't already have.

Isn't that the exact same as Luffy?

The point of CoC is the user possesses QUALITIES of a ruler which are as of yet undefined in One Piece, nothing to do with wanting to rule anything - imagine Wapol with CoC... yeah exactly

Everybody has CoC you just need an extreme situation to unlock it.

The name Conqueror was given by people. It doesn't matter how you call it, nature and laws of physics were set at beginning of everything.

People calling Conqueror's Haki doesn't mean only conqueror will have. People like Sengoku, Katakuri and Yamato having it already establishes that.
I would say Luffy too since he already said he doesn't want to Conqueror.
