The crazy thing about this threat is some people honestly believed characters who use edge weapon can't cut. It's easier to cut than it is to not cut. All you need to do is swing your sword at someone and they will be cut unless they have some natural high durability that makes them difficult to cut.

While it doesn’t seem like most of Roger’s attacks actually cut it does seem like his strongest attack does
Roger like garp is likely using internal armament to do so. So while he probably can’t cut as well as oden when using external armament he can do so with more advanced haki
