Given that Sanji in East Blue was able to buy a Devil Fruit magazine.

There isn't any reason for the average Grandline Crew to not buy those magazines to get an advantage on devil fruit users before battle by knowing it's weaknesses. The way people are taken back by Devil Fruit abilities even in the New World seems weird.

It's like going to the wild without getting info on which plants are poisonous and which berries could kill you. One would think it's strategy 101 to know the abilities you are gonna counter in the New World

Sanji read it in north blue, Germa 66 are privilaged kingdom and has so much knowledge, basically a scientific kingdom!

So, first it's not easy to get that book
Secondly, not all pirates are educated to read a book.... SH crew is a one in a million crew...

This is the problem with todays standard to gauge that time standard
reading and writing were privileges also getting the book its not a magazine a book would be hard because to find in this harsh sea
