Have you guys not see it? On dressrosa arc and even on onigashima arc franky was a beast remember how he defeated sasaki or how franky man handled the doflamingo pirates and the WG its like oda purposely showing us how strong he was for a reason but why did franky end up with such a low bounty with all those efforts?

simply because franky is the last person that the WG knew that can lead them to pluton franky is probably as dangerous as any of the strawhats pirates or even doflamingo because he has the power to destroy the entire world just saying

Because Dressrosa he only fought Senor Pink and didn’t do much afterwards. However he should get almost 500 million berry bounty now.

Reminder that 94 Million is a high Bounty. Franky is strong enough and notable enough to be a Warlord with that level of bounty.

Franky and Robin don't have bounties that tip people off to their true worth. Robin really can't hide it but Franky's not rated for strength or value and those things aren't really known. He managed to take out a guy five times his worth without any real damage so let's see what happens to him next.
