Why I Believe Haku Ki Was A Fighting General

An 86 implies he is talented, can bust his way through numbers of men when required and has no real fear of the battlefield normally (unlike GHM, RSJ etc), but he isn't someone who specialises in it. He relies on his brains more than anything. That appears to fit in with his character which seemed a bit cold, maybe distant. He's rather retreat and dictate the flow of the battle.

He's a damn monster but as far as a comparison with Ouki, I think Hakuki accomplished and was feared more because he was older, therefore was able to do more damage to china since he had more time, whilst he also had the Chouhei massacre attatched to his name which is the most iconic war of the era.
We don't know his age from an in-verse perspective but given how famous he was IRL, and how Hara does tend to be quite straight with the icons (Renpa, Riboku, Gakuki, Ousen), then we can guess he was a GG around the first coalition war. Ouki probably was not, given how he was to marry Kyou.

I guess depending on the context, it makes sense for Hakuki being more of a strategical general instead of major fighting general based on this panel. What do you think?

By that logic, Koshou himself would also be a symbol of Qin’s martial prestige despite Koshou not being a warrior lol. Which of course can’t be possible unless you view the scene in the context I mentioned.
Nah he's nowhere near as brave as Renpa. In fact, the latter even said that every time they came close, Hakuki would retreat and turn it into a game of chess.

Didn't Renpa and Kyouen basically agree that what made Hakuki the hardest of the Qin6 to deal with was that he was impossible to be lured into traps and since Ousen's retreat reminded Renpa of Hakuki you could basically say he pulled shit like that all the time back in the day.

It's exactly what he said lol. Hara could not have been clearer in his description of Hakuki (and his repeated comparison to Ousen).
It doesn't mean he isn't a brilliant fighter as well, if pushed. Someone like Gokei can be a fighting general, if pushed. Ousen can obviously fight too.
A fighting general is quite a loose term though. It can vary from being Moubu to being like Gokei or Choutou. Hakuki is obviously capable when needed for the reasons you said. I'd never call him a duelling monster, though. His stat was a bit of a killer in that regard - I was hoping he'd be more in the Ousen mould (i.e very talented but just doesn't use it).
