Garp and Rayleigh are still top tiers. They only weakened because so much of their strength came from their own bodies, as opposed to DFs.

But given the supernatural nature of DFs, it’s very likely a DF user can remain at peak strength going into old age.

The reason could be they fear death, they will feel their body starting to get weaker at certain point of their life, it's a sign that they realize they will die someday. This makes Imu's offer a way to escape from the path of death, and more likely to accept Imu's existence. If they were young at the peak of the power, the higher the chance they will rebel against Imu who broke the initial agreement of no one getting to sit on the throne, Imu just won't pick someone stronger than him.
