For people who think IMU is number 1 powerful guy , why he hide like coward ? Does strong guy need to hide like crazy ? What he is afraid of regular people knowing him ? They want to be good friends with IMU and sing friendship song with him.

Not really, anything goes in fiction but good storytelling necessitates explanation. The clown is the one who doesn’t question such matters. Anyway there is an explanation to Imu not nuking the yonko, tho some other plot holes like not nuking okama kingdom are still hanging.

Pretty much what kratosś stated.
While we do have the douchebag dragons being treated as gods or in a sense an untouchable tribe, the world accepts this notion just because they have 5 people acting as both semi-rulers and advisors to rulers (they are not looked at as absolute rulers). So they are treating the kings like their opinions matter or they have any kind of control which they don't so they have this propaganda of reverie where they would ironically give them a tour of an empty throne to state there is no sole ruler of the world. It's not like people can do anything about it if they knew like what silvers rayleigh said but you can't just destroy countries and people to keep up your reign as in some point either you'll be toppled or you have wiped them all out leaving no working class to rule over.

What Imu and the gorosei want is to have the highest authority and they want to rule the seas using the marines, if all 19 kingdoms were to revolt against Imu then this would give a chance for other strong factions such as the yonkos and Revolutionary army to take the power for themselves, the marines can't handle them all so they are forced to hide their identity.
