It was both. Zoro would have no trouble dealing with a slow flying opponent.. It was both movement speed and flight that was the issue.
Yes, but that isn't the point. Point is, you have more freedom and opportunity to be on the offensive, if you're a fast flying character with ranged attacks.
Give Zoro high movement speed and wings, put him against Zoro. Things don't change? That's my point.

Sanji is generally faster than Zoro, he has more speed feats than him on average (i.e disappearing and straight up bitching Oven without him even seeing a blur or anything) and is capable of maintaining said speed throughout his battles, while Zoro only has sporadic bursts of speed with certain moves (i.e Shishi Sonson and Purgatory Onigiri) that are at most faster than anything Sanji has but at least on par with his speed or nearly on par with it
