Garp and Ace weren't sure if Luffy would really have it, since it is not guaranteed that CoC gets inherited, like most of BM's children don't get it, but if Garp's mind goes to "born with", somebody in the ancestry def has CoC.

We going with Bounties now? I thought your point was CoC, if Chinjao with CoC can be a joke, then remind me why would Garp having CoC or not matter in the first place again?

Because Garp can't use haki at the highest level without CoC. Luffy can. Chinjao didn't. Shanks can. The admirals presumably cant.

And CoC as far as we know is something you are born with. Not necessarily an inherited trait. Hence why Boa and Doflamingo were born with it but didn't inherit it.

Garp can, he just needs CoA higher than everybody else's for example.

It has been implied multiple times that CoC is related to lineage, like Doberman claiming Luffy having CoC makes sense since he is Dragon's son, why else would Dragon matter in this case?

Boa and Doflamingo can either be genetic mutation as infants, or their parents didn't unlock CoC, but they have it somewhere in their ancestry, the genetics were passed down, those are only ways to be "born" with something, do you think either one is the case for Luffy's "born with" then?

Easy because in Marineford Luffy had to visibly display it, it was his huge moment lmao.

It's not the Marines were spot in moments of the series when it was worthy displaying CoC too also, I mean Rayleigh barely displayed it and it was a special moment too. He didn't display it against Kizaru, coincidence?

Imagine thinking Sengoku got CoC but Papazuki likely doesn't despite he would make for such a better conqueror if we think about their characteristics, and not just because he has got a leader personality :akaman:
