Zoro is the perfect example of your bounty doesn't equate to your power level. Zoro should've been closer to 2 bil than 1 by feats alone, But it is what it is, oda has a vision for zoro to become the strongest swordsman in the verse, and his name being known thru the heavens. His final bounty will represent that, and it will be over 4 bil.
