When you look at where the other 3 Road Poneglyphs are/were located, it seems weird that there was one on WCI. The other 3 are located on important islands which were affiliated with Joyboy

1 is in Wano
1 was in Fishman Island, before it was taken by the burned scar man
So why is one on WCI, which has no connection to Joyboy and was just a random, remote island before Big Mom and Streusen transformed it?
I wonder if it was originally in Elbaf, and Big Mom stole it from there
