Because former is Oda putting all #2 in same cover explicitly to show them as #2 of their crews.
The latter is your desperate interpretation of Sanji getting to do some cool thing that Zoro does almost if not literally every other time for 1000+ chapters.
@KiriNigiri showed, Zoro also has similar panels with literal captains of Killer and Bepo. So what do we make of that now?

And, no, having one or two of these "moments" doesn't mean close to being over colorspread. Oda is using colorspread to explicitly pick out Zoro only as #2 of SHP.
The panel with Killer and Bepo is an interpretation about as valid as the Jinbe ones I showed. Sanji doing something Zoro does way, way more often (ofc, it's either them being wings or Zoro solo doing it usually).
And even then, it has about as much to do with him being #2 as those Jinbe panels might have to do with him be l replacing Sanji in M3.
