Why is Jinbei s bounty higher than the so called "Wings of the Pirate King" tought Wings like Zoro and Sanji should have equal bounties since capitan can t fly with them being uneven apparently?

I mean sanjinbros we tought King gonna have 1.33b also EoW wano zoro sanji bounties equal?
