A Supernova is someone who gets a 100 mil+ bounty during their first year of piracy. Pre-timeskip, the WG didn’t actually know that Usopp was a part of the SHs since they didn’t know that Usopp was Sogeking, so as far as the WG knows, Usopp is a new recruit to the SHs after the timeskip and in their eyes, his first bounty would be 200 mil. So why isn’t he called a Supernova?

supernova are pirates who arrived at shapody with a bounty of 100 mil or greater

even with your logic it doesn’t work as ussop has been a pirate for 2 years as even if he was just training during the time skip he was still considered an active pirate

We might be to the point where his cowardice is not only more annoying than Sanji’s perversion, it’s directly and negatively affecting the crew’s battle plans in the same way that running away to see prostitutes would. At least the cook wasn’t cowering in fear at the sight of regular ass soldiers before they got through the door this time...
