Questions & Mysteries Why isn't "Queen" a woman?

I was wondering why Oda didn't make Queen a woman. I came to a conclusion: Queen is a man to fight Sanji, it is simple.

Queen would initially be a woman similar to Big Mom, that's why the two characters interact so much, but Oda changed the character's gender, so that he could fight Sanji.

I like Sanji x King, but now I'm a little discredited.

If Queen was a women Oda would make her useless, like Smoothie.
At this point, the biggest perk about Yamato joining SH is we can finally have strong female opponents that actually do something. Idk what's with this thing where Oda barely makes a conclusive fight b/w opposite genders. Or fights in general... Monet and BM are only significant examples.

I wonder what was the thoughts before we learned that Queen is a man? Like what was the match-up in people's head for Sanji?
I remember people theorizing about Queen being an Okama before 925.
