It's not about genes that give him power, it's about emotions. Sanji's brothers are emotionless therefore perfect soldiers, Sanji isn't.
That's why Judge hates him.

My assumption here is :- In his flashback we see him trying everything to turn Sanji into this emotionless beast. But nothing worked.
by the end of WCI they left a Raid Suit for Sanji...and it only works for him because of his genes. So maybe Judge found a way to awaken Sanji.

Why did Judge go out of his way and make a RS for Sanji? assuming he created it after Sanji left them as a kid.
