Meanwhile YC4 Vista is good enough to make Mihawk postpone and pre-TS Luffy is good enough to avoid Mihawk trying to kill him. So is Mihawk being a top tier a grossly wanked take? 
Koby is an outlier not the norm, she literally one-shot YC Commanders and has a 1.69 bil bounty which is higher than the Luffy who violated WCI / was declared as the 5th Yonko. Realistically all three or them would get turned to stone the moment they try to CQC her. Realistically all of them would get infatuated with her as soon as they see her and would be handicapped trying to fight her that way. Imagine using Hancock LITERALLY playing with Momonga as a valid method to obstruct her powers.

Boa Hancock's powers were outright stopped by Momonga, this is not a Mihawk not trying situation, Momonga was able to outright counter Boa's fruit. There's no bad scaling here, it's a clear hard counter that anyone can exploit. Koby likewise was fast enough to avoid her arrows.
So we have her most haxed ability counterable and a character avoiding her attacks. Speedier characters like the YC1s have no issue here.
Two Jack level characters getting creepy about raping and murdering her... Literally the most susceptible people to her fruit. How is this even impressive when we know for a fact she can oneshot Blackbeard if she catches him off guard either?

If you want to use bounties for powerscaling then anything Boa does to King, King can do even worse to Katakuri. Which is absurd logic lmao.
Yeah but Luffy wasn't declared "5th Emperor" because of his individual fighting prowess, so her having a bounty higher than his doesn't denote much.
