General & Others Why Luffy makes progress while fighting, but villains don’t

Luffy is the mc the plot is revolves around him. If everyone got haki bloom's like Luffy then he couldn't beat them since oda almost always makes luffy the under dog.

Kaido for example is 59, with vast battle experience since the rocks, challenging the marines and yonko. He already reached his peak

Well most characters primes last well into their 50s. So Doflamingo definitely could have had a chance to haki bloom.

Because it's fiction... Because Luffy is the underdog and the less experienced and he has a natural fighting talent/instinct to easily adjust... His opponents are more veteran so they can't learn anything from him, which is also connected to their ego (they are close-mindedly thinking that they're the superior fighters)...

Just like your real-life "villains" (mostly at work) aka seniors, they usually don't learn from you as much as you learn from them...

Yeah he is the main thing and he has to progress fast to reach his goals.

Though to be fair Lucci and Croco for instance turned massively stronger, it's just these characters never turn as powerful as Luffy again, I admit it's not easy to be trained by someone like Rayleigh still.
