From all the posts I've seen so far, they says that Sanji will be evrything Gaban has to offer, from haki to the status of LHM

But when it comes to Zoro, nah they are wings, Ray and Gaban are wings too, but why Ray is the VC, and not Gaban?

In the sbs question regarding Bepo in the "number 2" colorspread, Oda literally said "Zoro is NOT the vice captain". Oda went out of his way to say this.

His early designs also showed Usopp as VC, but that obviously changed as well.

I mean I see your point but he couldn't become PK without any of them. This is shown to us multiple times. They're all very valuable to him and have been seen helping him out and saving him a lot since the series began.
