Yes he was. Shanks doing random things, not having a proper plot for why he wasn't claiming the One Piece before.

Dude the thing here is not that Shanks only know start to move but that line he said to Benn Beckman. Oda messed up hard with that line. Than the backstory with Buggy he messed up again. He is pretending that he had something planned just like Nika DF but in reallity he had nothing.

Anyone who thinks Oda's winging it with Shanks isn't reading this story. Once we learned what his and Roger's discussion was everything will be made clear about why he waited until now to go look for it. It already feels 90% confirmed.

The point is: if he believes Luffy will be Pirate King,why he is partecipating in the Pirate King race instead of just being his ally? Also,at Roger death time he didnt know Luffy yet. By the way two are the mysterious conversations about Shanks: the one with Roger after Laugh Tale,and the one with the Gorosei before Wano. He probably didnt tell them about Luffy's awakening because otherwise i think we would have had a confirmation at the time of the Gear 5 appearence or at the end of Wano. So they talked about something else,but what?
