Why they don't simply say ''stronger'' then?

They did. It's a positive statement followed by a confirmative one.
Shanks, one of the Yonko is a swordsman. Or else they wouldn't bring him up. Followed by:
"Dracule Mihawk has even greater Swordsmanship than Red Hair. He's the strongest swordsman in the World."

If you don't think that Shanks is a swordsman. Then why would the Navy bring him up? Zoro said to King that he's never referred
to himself as a swordsman. Implying that Shanks does, or else the Navy wouldn't think of him.
