If they dueled and never defeated each other than it makes sense that Mihawk was more skilled but could never defeat shanks. Doesnt make sense the other way around to say they fought Mihawk was stronger but could never beat shanks. If Mohawk did beat Shanks or vice versa im sure it would have been states by now.
