Usopp’s story is better than Sanji's.
Sanji's family was the owner of a military powerhouse,whose moral is that power is all that matters in life. They build their power of a extremely artificial way, and Sanji was a different part of it. He is a human and enjoy human things in life,and suffered much for this. Despite being freed of his family and trained, he never managed in became a powerhouse and better than them.
The villains of Sanji's introduction arc were a pirate crew which was only powerful for East Blue's standarts. They didn't grew up after their defeat like Enel and CP9 did and may never have participations in main storyline again.
Sanji's foster family is only a petty pirate captain who had to give up of his pirate life for Sanji's sake.
Usopp is the son of a Yonko commander and one of Shanks’ best men. This immediately interests us as even though we didn’t know about the Yonko we already knew that Shanks’ was Luffy’s Idol. in his introduction arc we see what he will bring to the crew his comedy, his durability, and his willpower. Now let’s compare the villains Captain Kuro is interesting Villain with a interesting mindset, He is the second smartest man in the East blue and introduces us to Rokushiki.
Usopp's personality is better than Sanji's.
Usopp is the comic relief but he is much more than he is given some of the most emotional scenes in series and his relationship with Luffy is arguably the most developed out of any strawhat we see his mindset in Water 7, his struggles, and how he views the merry as an embodiment of his own weakness.
Sanji is Straw Hat Crew's cook, and is overshadowed by biggest part of One Piece's characters as pirate and fighter. His lust always lead him to be screwed up because of attractive girls.
Usopp’s will-power is bigger than Sanji's.
Sanji already showed how weak his will- power is in his introduction arc. Witnessing the intensify of Zoro vs Mihawk, he said Zoro should have given up. A true One Piece's powerhouse character never would do it.
It was showed again in Totto Land Arc. When Big Mom Pirates threatened Straw Hats because of Sanji, he easily submitted himself to them and spent the whole arc saddened for it. Usopp on the other hands will power is insane, I could write an essay about his character, growth, and will power but the only thing that needs to by highlighted in this case is his fight against Mr.4.
Usopp is better with girls than Sanji.
Sanji's lecherousness and sexism always scares and annoy girls he infatuate over. And is a recurring sad joke about his character that, even when he develops a bond with a girl, he is fated to never have a love story with them,as was with Viola and Pudding. And girls Sanji bond with never are great characters.
Usopp's opponents are better than Sanji's.
Mr.4: An interesting character who’s introduction lead to one of the biggest questions in One Piece.
Absalom: He was a shabby and poor people with immense lust. He tried became a lady-killer of a extremely lazy and artificial way. He wasn't a great and skilled villain in life and lose his life as a unimportant character by the hands of a superior villain team.
Perona: A great character who many fans consider to the best girl.
Jabra: He is insecure and jealous of Lucci and Kaku's superior power. He has a bad way with woman, as his girlfriend turned him down for a better man.
Usopp's Time-Skip was better than Sanji's.
Sanji spent Time-Skip in a place that is a opposite reflection of his sexism. That place only made fun of him, and so far,not showed to have improved his character.
Usopp spent Time-Skip in a place reflective of his character: train under Heracles’un. His mistakes lead towards a path self Improvement which lead to be a greater character than he was before.
Usopp has more uses than Sanji

I don't think it's rightful to say a character is better than another in that each character has got its own perks.

Usopp will always be unique for his Sogeking scenes, God Meme and much more stuff like we know... even his funny scenes with Perona and his reaction faces.

Sanji is the perv of the manga, no one is like him in that. He is also the best cook in the manga so he has his positivities as well.
