Fisher tiger made it mariejois.
Emeth destroyed the town as well.
Harald sneaked into mariejois.

And loki couldn't given how much people scale him to be above evrryone in the verse bar imj right now.

They're clearly keeping him chained to prevent him from going after the WG. Seems like a collective decision taken by the Elber, Shanks and Gaban.

Imho retcon. Oda initially had different idea about loki. Same with rocks. Both were meant to be more evil oriented initially. Then oda changed his mind about it.

Loki was never evil. Only misunderstood.
Oh Loda please write some morally grey characters for once.
Why can't we have a guy who likes killing people in rampages BUT hates the world government as well? Why does Oda feel like immediately flanderizing new characters right as they are introduced is a good idea?!

Rocks was that kinda guy? Actively hating WG and clashing with other pirates a lot. No on-screen deaths doesn't mean there indeed were none. Ida wasn't being delulu when she told Harald "pick better friends". Also he kinda killed his own family, albeit DR'd, still, he pulled it through.

Yea but even Rocks ended up depicted friendlier than he was supposed to be
Oda struggles not writing characters as black/white, having other characters tell us what somebody did doesn't have the same impact as actually showing it.
