He intends to go for the Pirate King Title. If he wants it or not, Yonko seems to be a step to it. Also he is conquering islands (even tho he doesnt want it directly), got a huge fleet so far and has alot of Impact in the world. Another important fact, he goes for the other Yonkos to bring them down, which indicates his intention to be at their position (even if he doesnt want to, but the Marine and WG needs to assume that).
