BB was a candidate because he ate 2 devil fruits and one of them was the power to destroy the world, the Gorosei literally had no other choice to assume that BB would be ahead of any competition. It's called common sense.
Luffy had a grand fleet reported in the newspaper, beat Cracker, Katakuri and was said to have taken Capone and the Vinsmokes under his care.....still no Yonkou.
