Because Wano is a closed country. Whitebeard heard of Oden, his close friends death years after it happened. How do you expect that the legend of Ryuuma, who was muuch older, reaches the world ?
Even then he is the reason why the world goverment leaves Wano alone. His name is just not known to everybody.

The guy is called a sword god in the country that is world renowned for its swordsmen and is the only character confirmed to have taken on the WG single-handedly (even Joyboy likely had the help of the Ancient Kingdom / lead it) but because some people have an agenda where every character loosely related to Zoro most be shat on, I guess I should not be surpised some clowns automatically downplay Ryuma as a fraud am I right?
