This implies that if she is on the bad side for having committed something, he will always scold her, specially considering his past relationships with the other Germa, although Reiju is probably the only one he still cares for.

Oda did not had any good way to showcase this. Even though it was clearly shown in past/later in arc too that sanji did not had any ill will towards her at all.

It’s not just about the way Sanji talked to her before the flashback. Even after we learnt the truth, Sanji still didn’t care that much about her, he simply cared enough to save her then he moved on without looking back.

Her character never developed as far as I know. At least since she was introduced as an adult.

Reiju stays the same as she is now but Sanji probably thought that she change into a ruthless killer just like his brothers but it doesn't happen so yeah.

She is definitely too sweat to ever undertake that path I suppose.

Also she is the only Germa Sanji managed to completely forgive for the actions of the past but also because she was the least harsh with him overall.
