This was in chapter 1 and obviously oda didn't had the entire story figured this ahead. Originally yonkos were the endgame and the warlords didn't existed for example.
Now ignoring the above maybe shanks knows he is not the one (can be the reason he cried when roger was disbanding the crew) to save the world or something along the line.

I don't understand why the retcons are bad btw.
Shanks could have easily been lying about getting the fruit from pirates, and the fact he gave Luffy the straw hat and had immense trust in him after he got the fruit is saying something.
He doesn't do that for any ordinary kid, we see that in Elbaf after all, and even Mihawk motivated Zoro to become better than him and let him live. Meanwhile, two okamas in Marineford who were crushed by him before came back for a rematch and he clapped them again, simply calling them bugs.
