It quite literally means that, its not like they sent regular charloss CD to get doflamingo, the only celestial dragons that are fighters are the holy knights so it literally means holy knights were the ones that were sent. There is a chance garling didn't go because hes the leader

Well, its kinda obvious Doffy didn't fight their top tiers, Doffy as any other pirate, is going from 1 place to another. So they really dont know where he was just as any other pirate.

WG sending a bunch of marines after warlords was only possible because they knew where they were as ex-allies, otherwise, they never would had done it.

But Doffy saying they couldn't, could mean power wise, military wise and mean strategy wise. Doffy was a mastermind and very powerful.
