The middle ground was for him to commit to some tasks that were unimportant, but potentially difficult. The perfect tasks for him, where if he is not up to par nothing is lost. But if he does perform, it's good.

It is odd that the chimera ants were only rated to be B rank and after the chimera arc the next opponents from the dark continent are B+ even though humanity saw meruem as enough of a threat to send Netero and they don't even know what is in or beyond the dark continent. So how would they even know what an A rank or higher threat is?
Marines never aimed to really fight/war against Whitebeard. They just wanted to show superiority by making Ace's execution on live at the time they said it would happen.
Plus they can't order Mihawk like that. They ordered him to show up but still he could deny(and lose his Shichibukai title) like Hancock was aiming to do. Of course Mihawk wouldn't be out of World's greatest War.

Gon statued Pitou like Steppenwolf, it seems he's faster than Meruem. He also has ranged attack. Pitou was Incapacitated by Gon's casual kick while she can tank Netero's palm.Needless to say his firepower is beyond anything Netero has
