Simple. Their original plan was to use Buggy's army to turn the marines against the civilians while gaining more and more influence to get an overwhelming power and wealth that couldn't be threatened by anyone(Utopia), especially the world government
However with Buggy calling out loud his men to follow the path to the One Piece, with Buggy being the one they worship the most, trying to go against his wish will make their Utopia plan backfire, so they're almost already forced to go along regardless of their hidden plans, especially considering the fact that going for the One Piece doesn't really stop their goal of gaining overwhelming power and wealth.
On the contrary as Buggy stated, you can gain it all if you manage to become the Pirate King
