He ''could be'' but the way you worded it is Akainu has been ( ie certainty) and then said since he was an admiral ( implying Admirals> Yonko and him being stronger since pre skip).

The reason Luffy had to struggle so much to overcome Kaido vs every other adversary is because he had to make a significant power jump in a short span of time. Also because Kaido is practically unbeatable in a 1 v 1 fight.

This is unlikely to repeat anytime in the future as Luffy is already closing in on top tier territory.

It's obvious there will always be stronger guys he knkg has title as strongest creature not strongest pirate, shanks and BB is definitely over him and there might be other pirates out there close to kaido strenght we just haven't know about
