Admirals have 3 billion each and they same to have authority around a big Buster Call, calling in 5-9 VAs (below F6 on average) and thousands to tens of thousands marines.

Compare that to Yonko, who possess similar amount of forces, and around 10 or so veteran officers and commanders who are far above them.

Then you have a Fleet Admiral, who can order Admirals and the large parts of Navy (many tens of thousands if not over hundred thousand soldiers), far superior to even Yonko. Then on top of that, he is stronger than the Admirals and is probably far more known through the world, it's very unlikely he only has one star more... unless Cross Guild can't pay for it

- because a system that ends with 4 Is Just weird. It's either 5 or 10, adn we saw Koby with 5;

- because Doflamingo's system (of which the CG's Is a ripoff) was the same with the exact same distribution, and that heavily hints at no one at 4 and one at 5;

- Dragon's bounty Is at 5 probably, and Akainu and Dragon clearly have a deep connection that will be explained in the future and now are both heads of their respective organizations:
