Rokuogan. With Who's Who you can argue he got lazy relying on His Ancient Zoan and Lethal Claws and Teeth but a Normal Human like Bowlhead has zero reason to not have unlocked
Rokuogan, especially if he's a Rival with Lucci like their Dialogue together implied

I understand that Oda doesn't focus on Non Strawhat fights so He won't get Personalized Rokushiki moves, Even WsW didn't get personalised Rankyaku and He's a Strawhat opponent.
