I think he will. Katakuri will likely make a return in the story and he will be stronger just like Crocodile. It wouldn’t make sense if Oda gave him CoC just so he can knock out fodders

ACoC was made up like 30-40 chapters ago. I think Oda will retroactively give it to a bunch of people, like he did with Smoker, Ace (and potentially Crocodile) with CoA pre-TS.

Will he give him some advanced CoC coating? No. But just some basic version of it like Yamato currently, so it doesn't affect his powerscaling.
