Railgun should work exactly cause is not a proper physical attack, is much more comparable to lasers (is not the same thing, I'm just making an example) than to cannonballs
And btw, the fact that Oda is making Kidd hurt him with physical attacks too (even if not doing huge damage atm) is the proof that Oda will not follow your pattern.
Kidd is the nearest thing to what Oda wants to do after One Piece ends, he'll have fun with his abilities
