Character Discussion Will Luffy ever stop being underestimated?

Well, it wasn't Luffy directly, but Shaka noted how dangerous Zoro and Robin were to Lilith.

Despite everything Luffy has under his belt like:
- Raiding Enies Lobby and causing it’s downfall
-Punching a Celestial Scumbag
- Breaking into and out of Impel Down
- Surviving the battle at Marineford and being mvp
-Hero of Dressrosa with formation of PK level fleet
- Being deemed Fifth Emperor of the Sea
- Killing Kaido
- Contributed to Linlin’s death
- Everyone aware of his special ability to make allies

Everyone still treats him like some greenhorn rookie and underestimate and talk down to him, with even the quality of his feats dropping out of the blue.

Literally no enemy respects or fear him still, they even confidently believe they can beat him. SMILIES THOUGHT THEY COULD BEAT LUFFY. Meanwhile no other strong character gets that portrayal, fodder piss their pants and run away once they see that the likes of Who’s Who has stopped holding back…. When people like Kaido or even Neckbeard show up, they cause a state of panic and caution… Luffy never got that, theirs no aura of supreme power surrounding him that others carry like Akainu and even Green Bitch

Look what Vegapunk did to them and how he treated a “yonko” crew

Oda has to portray Luffy as some kind of under dog to the end, even though he's not. Even though Luffy's character is a savior type, Oda has to write him as unassuming as possible to keep up the charm and try to make suspense. He and the crew are actually Shanks/Red hair pirates level. Law and Kid are more the under dogs now.

Luffy doesn't really look threatening
And on common eye his df is also goofy
His childish mannerisms along with his young age make people underestimate him. Many don't take him seriously.
Moreover oda doesn't do him much favour at the start of any arc where his seems to take a beating

Luffy is a peter pan type. Not "scary" at all. Yet at the same time his bounty picture is kind of scary and he's a yonko. His reputation proceeds him. Buggy is a yonko and he gets more respect seemingly. Big Mom and Blackbeard look just as ridiculous and unassuming as Luffy. It's just Oda wanting to keep Luffy as primarily a free rolling adventurer pirate instead of a true power house yonko.

It barely makes sense, but it is what it is.
