I can't imagine an arc in which Zoro is fighting a World Government top tier that isn't Nusjuro, Sanji vs Kizaru definitely got some setup in Egghead, and I think Oda won't be able to resist the parallel and will give Akainu to Sabo unfortunately

Ever since the Gorosei were revealed as legitimate top tiers + Imu bump, they will be Zoro and Sanji's opponents in lieu of the Admirals. The Admirals are far better fights but that's the road we're taking.

I don't think Zoro and Sanji will fight Admirals, their next opponents will be the BBPs and the Gorosei (and Mihawk for Zoro). It's not like the series is gonna last 10 more years, they won't get that many fights, and the Admirals are not set up to be the big villains on the WG's side.

I always had Luffy vs Akainu as a lock but now with Imu himself showing up as an arc opponent this early, that prospect has gotten more muddied unless Oda is willing to make Akainu look completely outclassed in a fight.

Zoro vs Fujitora is a low chance.
Sanji vs Kizaru is like 50/50.
