I don't know about Travel time. I never noticed anything weird with it... I mean, it's a fiction after all..

But the size of object is actually quite consistant. People often confuse the changes in the sizes of characters with a inconsistancy by Oda, without realizing that it is completely voluntary.

Oda adapt the size of his characters in function of the impact he wants to creates in the scene. Usually, character will have a coherent size, but sometimes, they will be modified to create impact on a panel.

Also the Assistants are the ones who usually draw the backgrounds...
