All of Elbaf is Luffy’s ally
Loki is refusing to join Pranks, meaning he might end up as one of Luffy’s allies.
Hence Pranks needs to be such a threat that even with all of elbaf and possibly Loki on his side, Luffy still struggles.
What this means is Pranks will likely be much stronger than Luffy. Possibly a PK tier threat. He is after all, a two armed Shanks who might possess DF powers.
I think this makes sense. If Luffy is to meet Shanks next arc, as is hinted, he will need to be PK level. He did promise to return the hat when he was a great pirate, and even being yonko didn’t make Shanks wish to see Luffy.
Ultimately I think it’s very possible that Luffy gets destroyed in his first encounter with Pranks. Oda tends to use Kid to hype Luffy’s future opponents. First Kid got destroyed by Kaido, then so did Luffy. Kid losing to Shanks could very well foreshadow what’s to come when Luffy meets Pranks.
